He highlighted the low approval ratings for the administration's handling of the border crisis as evidence of public dissatisfaction with Biden's approach.
Biden's speech came after Johnson helped derail a Senate supplemental funding package that included aid to Ukraine and Israel along with immigration provisions.
Johnson labeled the package "dead on arrival" in the House and criticized it further upon its release, prompting Senate Republicans to abandon it.
Biden's criticism of Trump and "MAGA Republicans" in response to the collapse of the Senate proposal drew further rebuke from Johnson.
Throughout the process, Johnson has consistently urged Biden to take executive action to address the border crisis, emphasizing that the president has the authority to do so.
He revealed that Biden has privately acknowledged his executive authority but has refused to act on it. The president instead has continued to stand by executive actions made on day one of entering office that rolled back many Trump-era border policies.
Johnson underscored the necessity of implementing key provisions outlined in HR2 to address the crisis, emphasizing input from Border Patrol agents and sheriffs on the ground.
Johnson's office identified over 60 executive actions taken by Biden that contributed to the border situation, indicating deliberate decisions by the administration. He asserted that the crisis was "created by design" under Biden's leadership.
Johnson's stance underscores his commitment to holding the administration accountable and advocating for solutions to address the ongoing border challenges.
